It depends on what is coming down. Taking a whole structure down and gutting the inside of a room are treated differently. Here is the general picture, and where to confirm the rules for your project.

Whether a permit is needed comes down to whether you are removing a building or structure or just taking apart the inside of one. Taking down a detached garage is not the same, in the eyes of the City, as pulling out a non-load-bearing wall. The general picture is below, but rules vary by property and change over time, so treat this as a starting point, not the final word.

Taking down a structure
Demolishing a building or structure, a detached garage, for example, generally requires a demolition permit from the City of Calgary. The property owner or their contractor is responsible for it, and utilities usually have to be disconnected before the teardown begins.
Interior, non-structural work
Gutting the inside, removing non-load-bearing walls, cabinets, flooring, or fixtures, generally does not need a demolition permit on its own. The renovation that follows can still need a building or development permit, so it is worth checking the whole project, not just the tear-out.
Small accessory buildings
Some small accessory structures, like certain sheds, may be exempt below a size threshold, but the threshold varies and is easy to get wrong. Confirm with the City before assuming a shed is exempt.
Structural or load-bearing changes
Anything that touches what holds the building up is a different matter and typically needs professional and City sign-off. We stick to non-structural interior demolition and outdoor structures, and will tell you when a job is outside that.

In Calgary, that is the City of Calgary Planning & Development service (calgary.ca). If your property is in Airdrie, Chestermere, Cochrane, or the surrounding counties, check with that municipality directly, their rules differ from Calgary’s.
